The feature you are looking for is available with the desktop version of OneNote 2016 and you might be launching OneNote Windows 10 app. Have you installed or did your Surface 3 Pro machine come installed with Office 365/Office 2016?
Check if you have Office 365/Office 2016 by navigating to Control Panel on Windows 10 and from Control Panel navigate to Programs and/or Programs and Features. Check if Office 2016 is installed.
If yes, then check if you have OneNote 2016 shortcut icon on the main Windows 10 Start Screen. If not, found you may follow these steps to add Windows 10 shortcuts to the desktop and taskbar.
From Windows Explorer navigate to C:Program FilesMicrosoft Office 16rootOffice16 or C:Program Files (x86)Microsoft Office 16rootOffice16
Note: If you are on a 64 Bit computer (64 Bit Windows 10) then you will find the Office16 folder in the following locations.
From your Windows Explorer: Browse to the location C:Program FilesMicrosoft Office 16ClientX86RootOffice16 or C:Program Files (x86) Microsoft Office 16 ClientX64RootOffice16.
Look for the file: OneNote or OneNote.exe.
Right-click on the OneNote or OneNote.exe icon and select Pin to Start or Pin to Taskbar.

I just installed Windows Fall Creator Update and my Windows version is Windows 10 Pro 1709 build 16299.19. My computer is the Microsoft Surface 3 (Intel Atom)
Before the Windows upgrade. The Digital Pen in VSCode has functioned like a mouse. It was possible to use it to select text in the editor. Using Touch you could pan the open document like touch in a web browser.
After the Windows upgrade
VSCode interprets the Digital Pen as touch. Attempting to highlight text the Pen will not select text but instead pan the document like panning a web page or using Touch. I can't use Touch to select text.

I don't always have a keyboard handy and use VSCode to review code. I use the Digital Pen to select text and make notes in OneNote. I am unable to do this with the Pen.
The Digital Pen functions as expected in Notepad and other applications tested.
The new upgrade has also broken the ability to use the Touch Keyboard in full keyboard mode to use shift+arrow keys to select text. I was unable to work this morning.
I have tried rebooting the computer. I have not tried reinstalling VSCode.
Steps to Reproduce:
- A computer with a Digital Pen (Surface 3 Intel Atom)
- Windows 10 Pro 1709
- Open a document in VSCode
- Attempt to use the Digital Pen to select text in the document.
- Instead of selecting text the document will pan in VSCode.
